PML is a growing organisation providing valued health services to diverse local communities in Oxfordshire and Northamptonshire. The company is owned and run by GP shareholders who steer the organisation and make decisions about which services the organisation should provide for local patients.
OUR STORY SO FAR
PML was founded in 2004, as a ‘not-for-profit’ organisation, by a small group of General Practitioners, with the main aim of ensuring that local NHS healthcare professionals had an opportunity to bid for, and provide, innovative primary care services in their local area.
In the years since it was formed, the organisation has grown and nearly 50% of GP practices in Oxfordshire and 30% of those in Northamptonshire are associated with PML as part of the PML GP Federation.
We believe that local care providers, who know and understand the health needs of their own patients, and who are used to working collaboratively in their region, can provide the best quality and most cost effective integrated primary care services. We work to develop services we know people want and need so that patients get the best care options for their circumstances.
PML’s business model is unusual, but it is not unique. There are other GPs working in a similar way in other parts of the UK and competing well with other private healthcare providers for NHS contracts. The PML GP Federation is the largest collaborative group of GPs in Oxfordshire and South Northamptonshire. In total, there are about 100 GP shareholders in almost 50 GP practices.
After over a decade in business, we have a proven track record of success in delivering a diverse range of services and we are continually looking to bid for new contract opportunities and to recruit motivated and ambitious staff to join us.
BOARD OF DIRECTORS
Dr John Harrison MBBS FRCP MRCGP DRCOG DFFP
Co-Chair
John has recently stepped down after nearly 30 years as a partner at Brackley Medical Centre and as an Endoscopist in the John Radcliffe Hospital, Oxford. He has experience as a GP and Family Planning trainer, as a student tutor, and as a managing Partner. Special interests include Diabetes and Osteoporosis. John is a founding member of PML and remains Co Chair with Dr T Quartley. John is an Occupational Health Physician and Director of an Occupational health company, and a pharmacy company. He is a member of the LMC Executive in Northamptonshire and Clinical Lead for Frailty within the Northants ICS.
Dr Toby Quartley MB, Ch.B, MRCGP, DFFP
Co-Chair
Toby qualified from Leicester University in 1997 and completed a general medical training rotation before undertaking his GP training in Banbury, Oxford and Bicester, qualifying as a GP in 2005. He has worked as a full-time partner in Bicester (Alchester Medical Group) since 2006. He has previously served as our Medical Director from 2017 – 2022 and is Chair of the North-East Oxfordshire GP Federation – OneMed. He shares the position of Chairman with John Harrison, focussing on our Oxfordshire-based services and PML’s contribution in Oxfordshire to the Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care System (ICS).
Carolyn Abbisogni FCMA
CEO
Carolyn took over as PML CEO in October 2023, having previously held the position of Director of Finance and Performance. Carolyn has been a member of the PML board and Executive for several years, in addition to acting as Company Secretary. Carolyn brings a wealth of senior management experience to the Board, having previously worked across a range of businesses in the commercial sector.
Tony Summersgill
Director of Quality
Tony joined PML in 2017 after undertaking a number of roles in the NHS and independent healthcare sector. He qualified as a therapeutic radiographer and has extensive knowledge in improving quality of patient care in many different clinical services.
Mark Gray
Medical Director
Mark qualified from Liverpool University in 1997, undertook his post graduate training in Merseyside and then relocated to the West Midlands. He worked as GP partner at the Dove Practice in Erdington, Birmingham for 8 years. In 2014, Mark emigrated to Doha, Qatar, to help create and establish a new 24/7 national mobile healthcare service to deliver supportive discharge to all secondary care facilities and long-term healthcare for the population within the State of Qatar. He continued to work at the practice periodically to maintain his UK licence and registration during this time. Mark returned to the UK in July 2022, joining PML as our Medical Director. He is also PCN Clinical Director for Banbury Cross PCN.
Ruta Baines
Director of People and Culture
Ruta is a commercially focussed HR professional with a patient led approach working in partnership with the business. She has operated at Director and Deputy Director level at a number of NHS Trusts most recently North London Mental Health Partnerships as Deputy Director of OD and Learning and Northwest Anglia NHS Foundation Trust as Director of Workforce and OD/Deputy Chief People Officer. She has also had the benefit of leading people functions in NHS England, CCGs where she did early work on developing PCN leadership and led on the business change workstream in the establishment of Care Quality Commission.
She has worked across a number of sectors including private, public, regulators and not for profit leading transformation and change programmes. Her passion is the development of people and seeing people and organisations reach their full potential.
Dr Graham Barter MBBS (London), DRCOG, MRCGP
Non-Executive Clinical Director
Graham joined the PML Board in 2014. He greatly values his role as a generalist and over the years has developed an interest in dermatology and musculoskeletal medicine. Graham has been a GP Trainer since 2001 and was given the Oxford Deanery award for Educational Supervision in Primary Care in 2012.
Andrew Camp
Non-Executive Director
Andrew joined PML in April 2009 as Interim Managing Director, before taking up his current Non-Executive Director position in 2010. Andrew brings considerable senior management experience from his career in a range of business sectors. Recent appointments include The Foreign & Commonwealth Office where he led the commercial directorate and the Office of Government Commerce where he provided commercial support to the formal Gateway reviews of major ICT and Estate projects across central government. Until recently, Andrew worked as a Commercial Director at the train operators Abellio Greater Anglia and West Midlands Trains, where his responsibilities covered sales, marketing, property management and construction, customer services, procurement, media relations, corporate affairs, franchise management, internal communications, retail systems and fares. Andrew has retired from working within the train operating environment and is now acting as a consultant in the rail industry.
Andrew Elphick B.Sc (Hons), MCIM, MBA
Associate Non-Executive Director
Andrew joined PML as Chief Executive in January 2016 and retired from the role in 2022. With an extensive career in both national and international industry, Andrew brings a wealth of commercial experience to the PML Board.
Dr Mark Wallace MBBS (London) DRCOG DCH MRCGP Dip HPE
Non-Executive Clinical Director
Mark qualified from London in 1991. He undertook GP training in London before moving to Oxford and joining his partnership in 1998. He works as a GP partner, is a GP trainer and is also involved in undergraduate teaching. He is the Primary Care Network lead for his practice and joined the PML Board in 2020.
